US voters back tighter AI and data center restrictions

Donald Trump’s rapid US AI expansion is facing a potential slowdown after voters in recent elections largely supported candidates and ballot measures calling for tighter controls on artificial intelligence and data centers.

Redbud Consulting tracked 44 data center-related measures in 10 states that sought restrictions, including moratoriums and bans. The firm reported that 38 had passed. Analysts said the measures are unlikely to affect facilities already being built or projects approved through 2027, but could mainly limit developments planned for 2028 and later.

Only one measure passed that allowed a data center project to proceed. It still imposed additional requirements on developers in a North Dakota city, including payment for independent reviews and public hearings for proposed or expanded facilities. Voters also elected candidates who had promised stronger action against AI in several states expected to add the most data center capacity. The results indicate broad electoral resistance to parts of the industry’s expansion, although the precise effect on existing projects remains limited.
